As with North Dakota, Utah also has right-to-work legislation on the books, but lacks a state law protecting against discrimination on the basis of sexual orientation and gender identity. The state also has strong business-friendly tax policies, above average job and small business growth, and average Internet speeds greater than 18,800 kbps. The state is also educating technology workers of the future by granting 25.4 college degrees in STEM subjects for every 1,000 young people. This strong graduation rate coupled with its 124,410-person technology workforce means Utah has the workforce tech companies need. The state has also legalized ride sharing and has positive municipal rules for home sharing. As with North Dakota, there is only a study of self-driving cars and no laws restricting drones.
