The Pennsylvania State Police deployed a mobile radio tower known as a Land Mobile Radio Cell on Wheels (LMR-COW) to enhance emergency communications and public safety during the 2026 NFL Draft in Pittsburgh.
The three-day event, held April 23–25 around Point State Park and Acrisure Stadium, drew more than 800,000 fans – creating the need for expanded communications capabilities to support first responders managing large crowds.
The LMR-COW is a 100-foot-tall mobile radio tower mounted on a towable trailer and designed for rapid deployment to strengthen communication networks during major events or emergencies.
Officials said the system provides interoperable communications, allowing federal, state, and local agencies to coordinate more effectively, particularly in situations where traditional systems may be overloaded or unavailable.
The unit can be activated within minutes, offering reliable connectivity in high-demand or challenging environments –a key advantage during large-scale gatherings like the NFL Draft.
“Clear communication is vital during these types of large-scale events. Our P25 LMR-COW platform, which represents a significant advancement in public safety and operational readiness, will play a critical role in connecting law enforcement agencies at the federal, state, and local levels, so we can work together to ensure that everyone can enjoy the three-day event safely,” said George Ritchey, director of the Pennsylvania State Police Bureau of Communications and Information Services.
“This capability allows us to extend our communications reach wherever it’s most needed, ensuring our members have the communication tools necessary, regardless of location and terrain,” he said.
The deployment was part of broader planning efforts involving the Pennsylvania Emergency Management Agency and the Department of Conservation and Natural Resources, alongside federal and local partners, to coordinate security, traffic management, and emergency response.
Officials said the mobile tower adds another layer of preparedness, helping ensure that responders can maintain communication even if existing infrastructure is strained by the influx of visitors.
Beyond its use for the draft, the LMR-COW is designed to support emergency operations during critical incidents, infrastructure outages, and in remote areas where communications coverage may be limited.
The investment, state officials also said, reflects a broader push by the administration of Gov. Josh Shapiro to modernize public safety technology and improve readiness as Pennsylvania hosts high-profile events.
