The City of Miami is undertaking a major overhaul of its permitting systems technology, and it selected Oracle to modernize and streamline how residents and businesses interact with city services that involve permitting.
The initiative is aimed at replacing outdated and fragmented permitting processes that have created delays and complexity for users, particularly as Miami has experienced rapid growth in recent years, Oracle said on March 12.
At the center of the effort is the city’s adoption of Oracle Permitting and Licensing, a cloud-based platform designed to unify permitting and licensing operations across departments into a single, integrated system.
The new platform will consolidate services that are spread across multiple systems, allowing residents and businesses to access permitting services through a more consistent and user-friendly interface while improving transparency and progress tracking.
Oracle said the technology will automate review processes using built-in workflows and business rules, reducing approval times and simplifying the overall permitting lifecycle from application to issuance.
The new system is also expected to deliver broader operational benefits, including faster and more accurate administrative processes, reduced technology debt, and improved ability for the city to meet growing regulatory and economic development demands.

The permitting overhaul builds on Miami’s existing use of Oracle Fusion Cloud Applications for finance and human resources, expanding the city’s move toward a unified, AI-enabled platform for core government operations.
By integrating permitting with its broader cloud infrastructure, Miami aims to optimize technology spending, enable continuous innovation, and create a more efficient and responsive system that supports both residents and the city’s long-term economic growth.
