Frederick County, Md., Executive Jessica Fitzwater has appointed Ty Howard as chief information officer (CIO) and director of the Division of Interagency Information Technologies effective July 15.

In his new role, Howard will oversee all aspects of the county’s digital presence.

“Mr. Howard is extremely qualified to serve as chief information officer,” County Executive Fitzwater said. “I am confident he will encourage a culture of innovation, focus on customer service, and move Frederick County Government forward.”

Previously, Howard served as the CIO for Goodyear, Ariz., where he focused on strategic planning, cybersecurity, and enabling data-driven decision-making. Before that role, he served as the assistant CIO for Mesa, Ariz., and the chief information security officer for Gilbert, Ariz.

Howard has master’s degrees in instructional technology from Bloomsburg University and in public administration from Arizona State University. His undergraduate degree is in sociology/criminal justice from Bloomsburg University.
